The John Adams Innovation Institute is a division of the Massachusetts Technology Collaborative, a quasi-public organization that is dedicated to supporting growth in the Commonwealth’s Innovation Economy. The John Adams Innovation Institute strives to enhance innovation as an integral part of the Massachusetts economy.
The John Adams Innovation Institute and the Massachusetts Technology Collaborative will establish an institute, to be known as the Massachusetts Broadband Institute (MBI), for investment in broadband infrastructure in the Commonwealth. As proposed by the Patrick Administration, the MBI will be committed to fostering the creation of ubiquitous broadband access throughout Massachusetts through public-private partnerships. As envisioned by the Patrick Administration, the MBI will focus on the expansion of broadband deployment to unserved citizens and businesses at the outset, particularly in Western Massachusetts. The Commonwealth intends to invest in broadband infrastructure in ways that leverage new investments and services from broadband providers.
The Program Manager will be responsible for completing a process which results in achieving robust and sustainable broadband service for unserved citizens and businesses in Western Massachusetts. The duties will include a full range of programmatic, technical and administrative processes that support discovery, procurement, planning, contracting, oversight and evaluation.
RESPONSIBILITIES:
A successful candidate will perform the following responsibilities:
- Manage a public procurement process to include the design and execution of relevant solicitations; design and manage the review and evaluation processes in accordance with the best practices of MTC.
- Create, manage and document processes for the review and evaluation of proposals. Participate in these review processes with an emphasis on testing the technical and business claims made in each proposal.
- When necessary, manage 3rd party expertise to aid in the assessment and evaluation of proposals.
- Ensure timely contracting and business management to secure the investment of public funds in solutions that bring new broadband services to Massachusetts and specifically to Western Massachusetts as a first priority.
- Oversee all aspects of execution, including identifying and solving problems that would otherwise delay the provision of new broadband services.
- Monitor and manage the relationships with selected provider(s).
- Catalyze and improve supply and demand relationships; engage all relevant private sector firms to educate them on the opportunity and encourage them to participate; inform/educate the local governments and committees regarding the implementation of broadband investments.
- Monitor and manage internal reporting of progress made with regard to solicitations, contracting, construction and deployment.
- Track various broadband related metrics, including but not limited to: broadband availability, pricing, and speed, existing fiber routes, state assets, and census data upon request. Develop novel and compelling ways to represent this information to policymakers.
- Serve as the day-to-day interface between MTC and the Massachusetts Executive Office of Housing and Economic Development (EOHED); between MTC and the Massachusetts Department of Telecommunications and Cable (DTC); and, between MTC and the Executive Office of Administration and Finance (EOAF) on matters pertaining to broadband.
QUALIFICATIONS:
Our candidate of choice will have a Bachelor’s degree from an accredited college or university, (a Master’s degree is preferred) and a proven track record in the implementation and management of complex communication or information technology projects. To qualify, you should have a strong background within the marketplace of broadband services and products, and a keen appreciation for a wide array of communications technologies and business models.
Your ability to listen to stakeholders, understand complex issues, recognize decision points, and design and deliver creative solutions coupled with your ability to partner with a wide variety of constituencies throughout Massachusetts will be critical to your success. You will need strong interpersonal skills, as well as strong verbal and written communication and presentation skills. Your demonstrated experience in managing multiple projects effectively while facilitating group success will be critical to the program manager role. Your computer proficiency and ability to interpret complex technical and financial information will be essential to accomplish your day-to-day task successfully.
